Thanks for the tip. Since this string seems to be hardcoded in core WP, I won't translate it.
I suppose every time WP is being updated, this file will be overwrited. Strane though that this string has never been made translatable vie PO files .

Example with the ar language, you will see the language as
#. translators: %s: user name
#: wp-includes/user.php:166
msgid "<strong>ERROR</strong>: The password you entered for the username %s is incorrect."
msgstr "<strong>خطأ</strong>: كلمة المرور التي ادخلتها للمستخدم %s غير صحيحة."
