    Please enable the Elementor editor for the footer block, then you can use the Elementor to edit the footer as the page.

    Please go to Elementor/ Settings/ General/ and check to Footers.

    That will help you edit the footer.

    For the multi-language plugin, it will use a flag to switch to another page, so you can't use another URL for the page when switching the language. Please check it again.
