To review the product block, you need to assign your product to the block as you want and view that product details. You will see the layout as your product block.

I have assigned that product to product layout 3 via the product page options.

That will help you show the popup form at the front-end.

You can add the subscribe form shortcode to the Popup content area.

When you create the layout via product block, you can assign that layout for a single product page via the theme options/ shop/ single product/ Select Single Product Layout.

Or assign the layout for each product by going to edit product/ page options/ single product layout and select the layout as you want.

For the popup background image option on the theme options. Don't worry about that, this is a thumbnail image display of the theme options, it doesn't affect the front-end.

For the shop page, this is the shop archive page, you can check the WooCommerce page config at the WooCommerce /Settings/ Products/ General / Shop page. As I see, you are assigned the Product Category page to the shop page. This is the shop archive page, you only change the layout via the Theme Options/ Shop/ Archive product.
