For our theme, we create a custom post type for the Footer, and we use the Elementor Page Builder to build the footer block content. It doesn't like another theme.
1. You need to enable the Elementor for Footers custom post type via Elementor/ Settings/ General/ Post type.
2. Go to Dashboard/ Jhana/ Footer block and edit the footer with Elementor.
Please check it again.

So you can check the footer responsive as the page responsive. Please use the Elementor tools to check and config your footer on the mobile.

The issue with the Elementor is when they change the old function. We will keep our theme compatible with the latest version of all required plugins. Don't worry about that.
For the child theme, you don't need to update the child theme. The child theme is used for your custom work.
For the footer block, please go to Elementor/ Settings/ General/ and check to footers. https://prnt.sc/avVGi899U_9Y
That will help you edit the footer with Elementor Page builder.
