After saving the config, it will generate to CSS file. You need to refresh your browser or clear the cache to see the change.

For the 404 page content, you can change the page content via theme options/ 404 setting.

For the content at line 1597, that is the off-canvas sidebar content. You can change that content via the Appearance/ Widget/ Off-canvas sidebar.
